In a <strong data-start=\"314\" data-end=\"330\">7-4 decision<\/strong>, the court said Trump overstepped by using emergency powers to impose tariffs of \u201cunlimited duration\u201d on nearly all imports from nearly every country. The ruling upheld an earlier court decision and could disrupt trade talks already in progress.<\/p>\n<p data-start=\"578\" data-end=\"931\">Despite the ruling, the <strong data-start=\"602\" data-end=\"652\">tariffs will remain in effect until October 14<\/strong> to allow time for further appeals. Trump has already announced plans to take the case to the <strong data-start=\"746\" data-end=\"763\">Supreme Court<\/strong>, leaving U.S. trading partners in a \u201cwait and see\u201d mode as legal proceedings continue. Until then, duties will still be collected under the contested executive orders.<\/p>\n<p data-start=\"933\" data-end=\"1289\">Two major outcomes of the ruling were clarified. First, the so-called <strong data-start=\"1003\" data-end=\"1031\">\u201cliberation day\u201d tariffs<\/strong> are currently deemed unlawful. Second, although illegal, the tariffs will stay in place temporarily to allow other legal challenges to be reviewed. If the Supreme Court agrees they\u2019re illegal, the U.S. may be required to <strong data-start=\"1253\" data-end=\"1288\">refund collected tariff revenue<\/strong>.<\/p>\n<p data-start=\"1291\" data-end=\"1611\">Importantly, the decision <strong data-start=\"1317\" data-end=\"1350\">does not apply to all tariffs<\/strong>. It excludes Trump-era duties on <strong data-start=\"1384\" data-end=\"1406\">steel and aluminum<\/strong>, which remain unaffected. However, the <strong data-start=\"1446\" data-end=\"1480\">World Trade Organization (WTO)<\/strong> has already found some of Trump&#8217;s broader trade measures to be illegal, and those are now under appeal via international channels.<\/p>\n<p data-start=\"1613\" data-end=\"1893\">The decision also did <strong data-start=\"1635\" data-end=\"1686\">not reverse the end of the de minimis exception<\/strong>, a policy change that caused global postal disruptions. If the ruling stands, <strong data-start=\"1765\" data-end=\"1802\">tariff rates on low-value imports<\/strong> could return to pre-\u201cliberation day\u201d levels, often meaning <strong data-start=\"1862\" data-end=\"1878\">zero tariffs<\/strong> on such goods.<\/p>\n<p data-start=\"1895\" data-end=\"2175\">Trump criticized the ruling on Truth Social, calling the court <strong data-start=\"1958\" data-end=\"1979\">\u201chighly partisan\u201d<\/strong> and warning that removing tariffs would <strong data-start=\"2020\" data-end=\"2050\">\u201cdestroy\u201d the U.S. economy<\/strong>.
