This plan still needs legislation and faces major legal challenges concerning the tariffs themselves."},"content":{"rendered":"<p data-start=\"114\" data-end=\"656\">Donald Trump has pledged to pay a <strong data-start=\"148\" data-end=\"176\">$2,000 \u201ctariff dividend\u201d<\/strong> to most Americans \u2014 funded, he says, by the revenue generated from his sweeping import tariffs. In a Truth Social post, he denounced critics of his tariff policy as \u201cFOOLS,\u201d arguing that America is now collecting \u201cTrillions of Dollars\u201d in duty income. Trump claimed this inflow can support direct payments to citizens (excluding \u201chigh income\u201d individuals) <em data-start=\"533\" data-end=\"538\">and<\/em> help pay down the national debt, which he says hovers around $37\u201338\u202ftrillion.<\/p>\n<p data-start=\"658\" data-end=\"1268\">But the promise is vague. Trump has not spelled out when these payments would be made, how \u201chigh income\u201d is defined, or whether children would receive the money.  Analysts immediately challenged the plan\u2019s feasibility: independent estimates suggest the cost could be <strong data-start=\"962\" data-end=\"983\">$300\u2013$600\u202fbillion<\/strong>, depending on how many people are eligible. \u00a0Budget watchdogs \u2014 like the Committee for a Responsible Federal Budget \u2014 argue that the $2,000 payout is <em data-start=\"1171\" data-end=\"1178\">twice<\/em> what current tariff revenue can sustain annually.<\/p>\n<p data-start=\"1270\" data-end=\"1945\">On top of cost concerns, there\u2019s a major <strong data-start=\"1311\" data-end=\"1325\">legal risk<\/strong>: Trump\u2019s tariffs themselves are being challenged in court. Several cases \u2014 consolidated under <strong data-start=\"1420\" data-end=\"1451\">Learning Resources v. Trump<\/strong> and <strong data-start=\"1456\" data-end=\"1492\">V.O.S. Selections, Inc. v. Trump<\/strong> \u2014 are before the U.S. Supreme Court.  These lawsuits question whether Trump had the authority under the <strong data-start=\"1634\" data-end=\"1689\">International Emergency Economic Powers Act (IEEPA)<\/strong> to impose broad-based tariffs.  Lower courts have already ruled at least some of his tariff policy unlawful, and during oral arguments, several justices expressed serious doubts.<\/p>\n<p data-start=\"1947\" data-end=\"2463\">If the Supreme Court rules <em data-start=\"1974\" data-end=\"1983\">against<\/em> Trump and invalidates the tariffs, the entire basis for the $2,000 payment could collapse. That\u2019s because the tariff revenue might have to be <strong data-start=\"2126\" data-end=\"2138\">refunded<\/strong> to importers, leaving no \u201cdividend\u201d fund to distribute. Moreover, even if the plan were legally sound, Trump has acknowledged that <strong data-start=\"2308\" data-end=\"2351\">Congress would need to pass legislation<\/strong> to make the payments happen, according to key administration officials.<\/p>\n<p data-start=\"2465\" data-end=\"2952\">Despite the uncertainty, the political appeal of the proposal is obvious: a $2,000 check is highly tangible and easy to understand, unlike more abstract promises about trade or debt. Supporters see it as a populist flourish \u2014 converting his tariff policy into a \u201cshare of the proceeds\u201d for citizens. Critics, however, warn that without solid legal footing and realistic cost projections, the promise may prove politically risky or even unworkable.<\/p>\n<p data-start=\"2954\" data-end=\"3233\">In short: Trump\u2019s $2,000 tariff dividend is bold and attention-grabbing, but it faces steep <strong data-start=\"3046\" data-end=\"3065\">fiscal barriers<\/strong>, legal <strong data-start=\"3073\" data-end=\"3086\">headwinds<\/strong>, and <strong data-start=\"3092\" data-end=\"3119\">legislative uncertainty<\/strong>.
