The memo advised staff to deny ICE access to documents and systems without attorney oversight, even in non-public areas.<\/p>\n<p class=\"\" data-start=\"661\" data-end=\"847\">The controversy escalated after Milwaukee County Judge Hannah Dugan was arrested for allegedly sheltering an undocumented immigrant.
