In response, <strong data-start=\"1034\" data-end=\"1053\">Governor Miyahi<\/strong> announced <strong data-start=\"1064\" data-end=\"1090\">three days of mourning<\/strong> and pledged legal action against the mall\u2019s owner and its construction contractor.
