The legal dispute began when a Biden-appointed federal judge, Maame Ewusi-Mensah Frimpong, ruled in July that ICE’s Los Angeles operations—stopping people at bus stops, car washes, and parking lots without individualized suspicion—likely violated the Constitution. The Justice Department filed an emergency appeal, claiming the injunction constrained agents from enforcing federal immigration laws, including a reported target of 3,000 daily arrests, which fueled concerns about unlawful stops. The 9th Circuit had refused to fully pause the injunction before the Supreme Court intervened.

The ruling is part of a broader struggle over immigration enforcement in Southern California. It comes amid Trump’s controversial deployment of National Guard troops to Los Angeles, which was temporarily blocked and later allowed to remain while appeals proceed.
