Judge Hannah Dugan of Milwaukee, Wisconsin, was arrested by the FBI on April 25, 2025, for allegedly obstructing an immigration arrest. According to FBI Director Kash Patel, Dugan intentionally misled agents attempting to apprehend Eduardo Flores Ruiz, an undocumented immigrant hiding in her courthouse.
Flores Ruiz was arrested shortly after the alleged obstruction.
Patel said Dugan’s actions endangered public safety. This marks the second arrest of a Democratic judge under the Trump administration.
A day earlier, former New Mexico Judge Joel Cano was arrested for harboring a suspected member of Venezuela’s Tren de Aragua gang. Cano has since been permanently banned from holding any judicial office.
Both cases have sparked criticism of Democratic officials accused of aiding undocumented immigrants, while Trump’s administration continues to pursue aggressive immigration enforcement and penalties against those who obstruct such efforts.
