Department of Justice Inspector General Michael Horowitz revealed Thursday that more than two dozen confidential human sources (CHSs) were present outside the Capitol during the January 6 protests.
The FBI had only formally assigned three CHSs to be on-site, but none were authorized to break the law or encourage others to commit illegal acts.
The report emphasized that the FBI played a limited role in the events because the Department of Homeland Security did not classify the protest as a top security threat.
Republicans responded by noting discrepancies in how FBI CHSs were treated, with some entering the Capitol without facing charges, unlike other individuals.
